Each encounter seemed to indicate the perspective of my interlocutors. They all seemed quite extra ordinary and unexpected at the time. The first incident with Mostaque occurred at the last cabinet meeting in late 1974 before my departure, as we rode back to our offices in his car. Mustaque, without any initiative on my part, began to commiserate with me as soon as we got into the car, saying that he understood the reason why I was leaving the government He realized why any serious person with any commitment to the country and desire for productive work could find working in such an environment unacceptable. Therefore, he sympathised with me and shared my frustration.

It was very strange that he would speak out in such great indignation. I kept protesting that I was only going on leave for a few months in order to get some rest and treatment, and not because of any frustration. I wondered whether he was trying to find out how disaffected I was or what I was up to.

The most memorable meeting ofcourse, took place prior to my departure from planning commission. My departure was not yet officially confirmed, though widely rumoured. One of those days the late Ziaul Hoq, a mutual friend, came with a request that Zia very much wanted to meet with me informally to discuss a few maters of common interest I was quite curious to know what Zia had to say. The meeting with with Zia took place in HoqÕs house which was cleared of everyone including Huq himself and his family. The main theme of a rather short meeting was that he had heard about my desire to leave and was eager to persuade me not to do so. He recognised that I was not able to do my best or what was appropriate in the interest of the economy. He understood that the economy was in dire straits. However, he was confident that in the not too distant a future, the situation would improve and the prevailing drift and uncertainty would disappear. Therefore, I should not despair and should be able to devote my energies to the task of planning and development with full commitment and strong support from the top leadership. He strongly urged that I should reconsider my decision to depart and should stay on my job.

I was surprised by the tenor of his talk and the confidence with which he spoke about the restoration of political and economic stability.Clearly it was a sign of abnormality of the times that an army ‡eneral was so intensely interested in the political and economic developments as to seek out and pursue contact with people engaged in managing the economic and political life of the country. It was an expression of his deep interest that led him to engage in a serious discussion about current state of the country with the head of the planning commission and to confidently predict-rather assure me about the future political development and my prospective role on it
